The UN almost does something right

The UN's laughable Human Rights Commission passed a resolution "condemning" Cuba (E/CN.4/2005/33). It almost sounds good. But here are the facts:

- It carries no penalties, and Cuba has refused to co-operate with any of the recommendations.
- Only 21 of the 53 nations on the HRC (less than 40%) were willing to vote against Cuba. By comparison, 39, 29 and 32 voted against Israel in three seperate resolutions.
- The HRC has censured Cuba every year since 1998 bar one - it has achieved absolutely nothing.
- Cuba called the decision both a farce and a moral victory.
- The report was submitted by Christine Chanet, who has never been to Cuba. In fact, not one member of the UN's HRC has ever been to Cuba.

And for the record, countries voted this way:

FOR (21): Armenia, Australia, Canada, Costa Rica, Finland, France, Germany, Guatemala, Honduras, Hungary, Ireland, Italy, Japan, Mexico, the Netherlands, Romania, Saudi Arabia, South Korea, Ukraine, United Kingdom, United States.

AGAINST (17): China, Congo, Cuba, Egypt, Ethiopia, Eritrea, Guinea, India, Indonesia, Kenya, Malaysia, Nigeria, Qatar, Russia, South Africa, Sudan, Zimbabwe.

ABSTENTIONS (15): Argentina, Brazil, Burkina Faso, Bhutan, Ecuador, Gabon, Mauritania, Nepal, Pakistan, Peru, the Dominican Republic, Sri Lanka, Swaziland, Togo, Paraguay.

It's time for a table:

From this we can establish some basic facts: free countries will censure Cuba, not-free countries will not.
